Budget refresh happens at calendar year-end. New headcount approvals flow in January. Hiring managers move quickly to fill approved positions before Q1 reviews.
Budget exhaustion: October onwards
By Q4, most hiring budgets are depleted. Applications submitted in November-December wait for new year approvals.
Local SA manufacturers (June year-end)
Budget refresh: mid-year
Peak hiring window: July through September
Local manufacturers operating on June financial years follow a different rhythm. Their budget cycle peaks mid-year, not in January.
A candidate frustrated by applying January-February to a local manufacturer was targeting Q3 -when budgets were winding down, not opening up.
Other sectors
Retail pharmacy chains: March-May or September-November (varies by organisation)
Corporate pharmacy groups: Varies by financial year
Each organisation follows its own fiscal calendar. Generic advice about “the best time to apply” ignores this fundamental reality.

For most pharmaceutical sales representatives, January timing is relevant because most opportunities come from multinational organisations.
