About this Manual

This Information Manual is prepared under section 51 of the Promotion of Access to Information Act 2 of 2000 (PAIA). It tells you what records we hold, how to ask for them, and what to do if your request is refused.

The Manual covers the three Herbst Group entities listed below as a single instrument. v1.3 (effective 16 June 2026) supersedes all earlier versions. The principal amendments in v1.3 are: the statutory prescribed forms (Annexures C, F and G) have been updated to the current forms under PAIA Regulation 7 and POPIA Amendment Regulations 2021 (Government Notice 6126, Government Gazette 52523, commenced 17 April 2025); section 9.3 adds a requester's right to lodge a complaint with the Information Regulator; and personal mobile numbers have been removed from the officer biographical entries (POPIA s.10 data minimisation). Information Officer

The Information Officer for all three entities is designated under section 55 of the Protection of Personal Information Act 4 of 2013 (POPIA), which by default vests the role in the head of the company per section 1 of PAIA.

How to Make a PAIA Request

Requests must be made on Form Two (formerly Form C) issued under the PAIA Regulations. The current form is published by the Information Regulator at the link below. Please send the completed form to the Information Officer.

The Information Officer will respond within thirty days of receipt as required by the Act, or within an extended period notified to you in writing where the Act allows it.

Records Held

The Manual sets out, in section 8, the categories of records held by each of the three entities. Where a record is automatically available without a formal PAIA request, the Manual identifies it. Where a record is available only on request, the Manual sets out the procedure to follow.
